How MaskFilter.MakeBlur blurs a shape's alpha mask relative to the original outline.

Value	Behavior
`Normal`	Soft halo on both sides of the outline. The shape's edges fade in and out.
`Solid`	Sharp original shape + outer halo. Used for a "glow" outside a crisp shape.
`Outer`	Outer halo only — the shape itself is dropped. Useful when you want to draw the shape and its glow separately.
`Inner`	Inner halo only — the outside is dropped. Fades inward from the outline.
